Biographie

The FIBA rule book contains some 116 rules under 86 major sections.No one – locally, provincially, nationally and even internationally, knows more about those rules of basketball and their application than Saint John’s Fred Horgan. In 1967, he joined the provincial officials association; 8 years later he helped found the Canadian association.In 1969 he joined the International Association of Approved Basketball Officials, and in 1993 he was elected president - the first Canadian to hold that office. He is widely recognized as one of basketball’s finest technical experts.This expertise can be found in “How To” books, instructional films and in interpretation and evaluation clinics. A Canadian - James Naismith - invented the sport; a New Brunswicker - Fred Horgan - has elevated the technique of its officiating to what can best be described as an art. Enrolled in the New Brunswick Sports Hall of Fame, June 3rd, 1995.
